Steven Parker

VP, Preconstruction Services

Steven Parker serves as the Vice President, Preconstruction Services of Shangri-La Construction. As Vice President, Preconstruction Services, Steven leads the work acquisition process including management, coordination and delivery of the preconstruction phases of the project through extensive client relationship management. Steven develops the division’s strategy and conducts and oversees estimating and Virtual Design and Construction (VDC) efforts utilizing SLC’s prequalified subcontractors and deep historical cost database. Steven is responsible for the smooth transition between the preconstruction and project operations team.

Steven is a results driven executive level “builder” with over 30 years of experience in both preconstruction and project operations roles across a range of market sectors with a focus on design-build Type V multi-family and podium, Type 1 high-rise, urban infill and parking structures. His previous experience includes over five years of service as a Director of Estimating at Balfour Beatty Construction. At Harcourt Developments, Steven was the Director of Construction where he directed national design and construction efforts of high-rise multi-family residential and mixed-use projects. Throughout his career he has had a hand in 16 million square feet and $4 billion in construction contracts

Steven has a BA from University of Utah, Salt Lake City. He is NAVFAC/USACE Quality Control Manager Certified and holds an On-Center Software (OST) Certificate.
